Sources and authorities

Every statement on this site points to a source in this register. Tier is the weight we give a source within its own jurisdiction: legislation and gazettes first, then government institutions, courts, the European Court of Human Rights, official foreign-government guidance, professional sources, and finally press and commentary. A tier says how authoritative a document is, not whether its position is uncontested.
