Rule
Under Articles 72-73 of the Social Security Law No. 73/2007, an insured person (and the persons they are legally obliged to support), together with permanent-incapacity/disability/old-age pension recipients (and their dependants) and widow/orphan-pension recipients, are entitled to a defined statutory health-service package: examination, diagnosis, hospitalisation, in-country referral, medication during treatment, qualifying curative prosthetics/orthotics/glasses, specified emergency treatment abroad while on official duty, and Central-Health-Board-approved overseas treatment where diagnosis or treatment is unavailable in the TRNC.[1]
Conditions
- Applies to persons insured under the Social Security Law and the persons they are legally obliged to support, and to permanent-incapacity/disability/old-age pension recipients and their dependants, and widow/orphan-pension recipients.
- The covered statutory package is: examination, diagnosis, hospitalisation, in-country referral, medication during treatment, qualifying curative prosthetics/orthotics, specified emergency treatment abroad, and qualifying overseas treatment where unavailable locally and properly authorised by the Central Health Board.
Exceptions
- This Rule states entitlement for the statutory insured/beneficiary population defined by Article 72 only. It must NOT be generalised into 'foreign residents are entitled to public healthcare' — it does not establish, and must not be read to imply, entitlement for uninsured foreign residents, non-working foreign residents, visitors, or persons relying only on a residence permit.
- This Rule makes no claim about service quality, waiting times, actual availability, private-provider arrangements, or the separate, unlocated Health Fund mechanism (Article 15(8) of the Residence Permits and Visas Regulation).
- The premium-payment qualifying periods that gate access to this package (Article 74) and the co-payment rates that apply once accessed (Article 76) are addressed by a separate candidate not yet approved — this Rule does not state them.
