What this is

North Cyprus Reference is a public reference on the rules that apply to foreigners who want to live, invest or own property in Northern Cyprus. It is built as a knowledge system first and a website second: every rule, claim, source, authority and regulatory event is a dated, versioned record that you can read on these pages or download as open data. The website is the first way of reading those records; it is not the only one, and it is not what we are trying to protect.

The name is a working name. The final brand will be decided later; the records, their identifiers and the addresses of these pages will not change when it is. English is the source language of every record; translations, when they are added, are presentations of the same records and say so.

Who funds it

Initiated and funded by Emperia Investment Ltd. Emperia Investment Ltd is a property development and investment company operating in Northern Cyprus. That is a commercial interest in Northern Cyprus property, and we say so on every page because a reader is entitled to weigh it.

Emperia funds the research and the hosting. It does not decide what is published: the published methodology does, and the methodology is the same for facts that favour buying in the north and facts that do not. This site records the European Court of Human Rights’ findings on displaced owners, the Republic of Cyprus prosecutions of foreign nationals and the UK government’s warnings, with the passages quoted, because a reference that left them out would not be one. The same standard runs the other way: an overstatement from an agent, a developer or an institution in the north is corrected on the same terms as one from anywhere else, whether or not the correction is convenient for the funder. If you find a place where the commercial interest has shaped the content, use the corrections and challenges route; the challenge and its outcome will be published.

What Emperia’s interest actually is

Not leads. This site does not list, promote or sell property, and it has no plan to; there is no contact form, no viewing button and no “buy with us”. Emperia’s return is the one that comes from being the initiator of the most careful public record on the subject: reputation, relationships with the institutions whose documents we cite, a structured understanding of the rules it operates under, and presence in the answers that people and AI systems get when they ask about Northern Cyprus. Editorial credibility is the mechanism that produces those things, which is why it is not for sale.

Who writes it

Content is produced by North Cyprus Reference Editorial, working from primary sources: the consolidated text of the laws, the Official Gazette issues that carry the decrees, the judgments and decisions of the courts, and the published positions of the institutions concerned. Turkish and Greek texts are read in the original and quoted with our translation alongside.

Legal review status: Pending. No page on this site has yet been reviewed by a named lawyer, and every page says so in its record. When a reviewer is appointed, their name, role and disclosure will appear here and on each page they review, each review will be recorded against the exact text examined, and a review stops counting if that text later changes. We do not claim independence from the funder: the site is initiated and funded by a company with a commercial interest in Northern Cyprus property, and it has no separate editorial governance body yet. What it offers instead is a method that can be checked, and a corrections route that is open to anyone.

What this site is not

It is not a government publication, a regulator, a law firm or a university, and it does not speak for any of the authorities whose documents it cites. None of those bodies has endorsed or verified it. It is not legal advice: the rules described here apply to real transactions in ways that depend on facts we cannot know, and a buyer needs their own lawyer. See the legal disclaimer.
