Rule
A TRNC Certification Officer (Tasdik Memuru) certifies only that a signature or seal on a document belongs to the person who applied it, and may do so only for a document signed or sealed in the officer's own physical presence — a pre-signed or foreign-executed document is outside the officer's power to certify. Certification under the Certification Officers Law is stated to be valid only for documents used before TRNC or Turkish Republic authorities; the Law does not address recognition anywhere else.[1]
Exceptions
- Brand-new 2024 law replacing the prior Fasıl 39 regime — no established body of practice or case law yet confirms how these provisions apply in edge cases.
- Does not establish the actual route for a foreign document to be accepted into TRNC administrative processes — that is a separate, less-evidenced question.
