Rule
YÖDAK (the Higher Education Planning, Supervision, Accreditation and Coordination Board) is established, with public legal personality, by Article 7 of the Higher Education Law No. 65/2005 — not by Law No. 2/1993, which establishes a separate body, YÖDİD (the Higher Education and Foreign Relations Department). Among YÖDAK's statutory duties and powers, Article 11(2)(L) assigns it the duty to coordinate foreign students' immigration procedures, and their health or other social-security-related procedures, with the relevant Ministries.[1]
Conditions
- YÖDAK (Yükseköğretim Planlama, Denetleme, Akreditasyon ve Koordinasyon Kurulu) is established, with public legal personality, by Article 7 of the Higher Education Law No. 65/2005.
- Article 11(2)(L) assigns YÖDAK a statutory duty to coordinate foreign students' immigration procedures, and their health or other social-security-related procedures, with the relevant Ministries.
- Law No. 2/1993 establishes a separate body (YÖDİD, the Higher Education and Foreign Relations Department) and must not be cited as YÖDAK's statutory-establishment basis.
Exceptions
- The Article 11(2)(L) coordination duty is a statutory duty of YÖDAK's, not an individual entitlement. It does NOT establish healthcare entitlement, immigration approval, social-security entitlement, an assurance that any particular service will be provided, or any particular administrative procedure for a foreign student.
- Does not establish what this coordination consists of in practice — no implementing Tüzük or administrative guidance describing the coordination procedure has been located or read.
- Does not change or duplicate the separate, already-approved Rules on student permits and university reporting duties.
