Rule
To become a voluntary Social Security insured person, a person must be a TRNC citizen, in addition to not already being compulsorily insured, not already receiving a relevant pension, and being 18 or older. A non-citizen foreign resident is statutorily excluded from this route regardless of how long they have lived in the TRNC or their residence status. Voluntary insurance is the only route into Social-Security-based health coverage for someone not compulsorily insured through employment.[1]
Exceptions
- The citizen-only eligibility bar itself is published as read directly in Article 68(1). Article 68 carries a Law 53/2026 amendment marker; Law 53/2026's text remains unlocated after three independent search channels, so whether this specific paragraph was touched by that amendment is not confirmed. This rule states the eligibility bar as it currently reads, pending that confirmation.
- Does not resolve what coverage IS available to a non-citizen excluded by this bar — see the separate Health Fund premium mechanism (health-fund-premium-scaled-to-permit-length).
- Does not establish whether 'yurttaş' has ever been read more broadly than its plain nationality meaning by a court or official guidance — none was found, but none was specifically searched for.
Practical implication
This is the direct evidentiary link explaining why a separate Health Fund premium mechanism exists for non-citizen residents with no social-insurance right.
