Rule
A buyer who has paid at least one-third of the purchase price and has applied to the Council of Ministers for Permission to Purchase qualifies for a short-term residence permit, even before the title is transferred.[1][2]
Exceptions
- This sub-clause does not itself state a permit duration; the general Article 14(1) default (one year on first application, two years on subsequent applications) is presumed to apply in the absence of a more specific figure, but this inference has not been independently confirmed against actual administrative practice.
- This is a distinct route from the stamped-contract-plus-income route (see property-linked-residence-stamped-contract-income-route) and from the titled-owner route, which is the subject of an unresolved law/guidance conflict (see the Conflict record property-owner-residence-income-and-duration) — this Rule's own conditions are not in dispute.
