Rule
Under Article 63 of the Insurance Services Law, the Council of Ministers may make any insurance class compulsory in the public interest, by a specific implementing Regulation. Fire, explosion, earthquake, flood and other natural-disaster cover are each separately regulated, licensable insurance classes under this same Law. No implementing Regulation making any of these classes compulsory for ordinary property owners was found after a genuine search.[1]
Exceptions
- This is a negative finding: no mandate was located in the search conducted (direct law-title search; 'deprem sigortası zorunlu'; 'isteğe bağlı/ihtiyari') — not proof that no such mandate exists anywhere. A specific enabling Regulation may simply not have been found.
- Whether a mortgage lender's own condition (distinct from a legal mandate) commonly requires building insurance was not confirmed either way, and is excluded from this Rule.
