Editorial note

The same amendment (Geçici Madde 1) provides a transitional application window, for people who held this exemption or had an application pending before the amendment's commencement, to apply instead for the Humanitarian residence permit (Article 14(2)(m)). That window is now published as its own record, claims/unhcr-exemption-transition-window-ambiguous-trigger, marked secondary-only: the provision names two sub-populations (those already granted an exemption certificate, and those whose security screening was still in progress) whose 60-day count appears, on a careful reading, to start from different triggering events rather than uniformly from the amendment's commencement, and the relevant passage of our extracted text shows some OCR-quality degradation that further limits confidence in a precise reading. Published despite that limitation, because the window is time-critical (closing on or around 2026-10-23 under the more likely reading) — see the claim record for the full statement and its own uncertainty.

History of this rule

  • — First published from the primary text of A.E.784/2026, following a source investigation that read the instrument in full. (version 1, First published)
  • — Notes updated to point to claims/unhcr-exemption-transition-window-ambiguous-trigger, which now publishes the transitional window itself, honestly marked secondary-only with the same OCR-quality limitation stated openly. This rule's own statement, status and effective date are unchanged. (version 2, Clarified)
