Rule
A foreigner is exempt from needing a residence permit at all if they are: (i) a parent over 60 residing with a citizen child; (ii) a person over 60 in a position to qualify for property-linked residence, or the over-60 spouse/partner of such a person once that person holds an exemption certificate; or (iii) a parent over 60 of someone holding a work permit, business-establishment permit, permanent residence permit or residence permit.[1]
Exceptions
- Confirms the current threshold is 60 and that the exemption is conditioned on a specific relationship or route, not universal. Does not resolve whether a 65 threshold existed before a specific 2024 amendment — a separate, still-unresolved historical question.
- The registration mechanism (an exemption certificate reportedly valid five years) was not independently re-verified for this Rule.
