Tax non-compliance can be grounds to refuse residence, work, or income-generating permission

Rule record · last verified 19 September 2026

In force. Start date not confirmed in this record.

Rule

Under Article 3(2) of the Income Tax Law No. 24/1982, where a foreigner or person not settled (yerleşmiş) in the TRNC fails to fulfil all their obligations under this Law and other Tax Laws, and any security the Tax Office deems necessary, the relevant and competent authorities are not to permit that person to reside, work, or engage in income-generating activity in the TRNC.[1]

Conditions

  • Applies specifically to foreigners and persons not settled (yerleşmiş) in the TRNC.
  • Triggered by failure to fulfil ALL obligations under the Income Tax Law AND other Tax Laws, AND any security the Tax Office deems necessary — not a generic single unpaid amount.

Exceptions

  • STATUTORY POWER: verified. CURRENT ADMINISTRATIVE APPLICATION: not independently verified — no documented case or routine-enforcement evidence was found. Do not present this as routinely enforced or as an automatic consequence of any tax debt.

Editorial note

This is a legal power stated in the tax statute, not evidence that it is exercised in practice. The mechanics — which authority acts on a Tax Office referral, what process (if any) precedes a refusal, whether this has ever been invoked in a documented case — are entirely unconfirmed. Do not simplify into 'if you owe tax, your work permit will be refused' — the statutory condition is failure to fulfil ALL Tax Law obligations plus any required security, not any single unpaid amount.
