Article 15(8) of the Residence Permits and Visas Regulation, as it currently reads, states only one exemption from the Health Fund premium: having a right to public health services under social insurance. It states no exemption for holding private health insurance. A residence-permit applicant with private insurance but no social-insurance right therefore appears, on the current text alone, to still owe the premium. A private-insurance exemption did exist in the original 2020 text of this same provision and was removed, at the latest, by A.E.350/2021.
